The Financial Services Authority (FSA) will be taking over the regulation of general insurance and mortgages from January 2005. All insurance firms will have to abide by the new FSA regulations from that point.

Those firms whose applications the FSA has refused or to whom the FSA has sent a warning notice before 14 January so that they can carry on doing general insurance business while disputed applications are determined through the usual channels. These will include the Financial Services and Markets Tribunal if a firm chooses to exercise its right to take its case there. The trigger for the transitional to apply to category such firms is the FSA issuing a warning notice before 14 January.

The FSA Handbook for Small Mortgage and Insurance Intermediaries. The Guide to the FSA Handbook for Small Mortgage and Insurance Intermediaries will help mortgage and insurance intermediaries who are authorised by the FSA or have decided to seek authorisation to find the rules in the FSA Handbook of Rules and Guidance (the Handbook) that apply to them.

This Guide is primarily intended for small intermediary firms carrying on: mortgage mediation activities in relation to regulated mortgage contracts; insurance mediation activities (but not reinsurance mediation) in relation to general insurance contracts or pure protection contracts (except long term care insurance), collectively known as 'non-investment insurance contracts'; or both; from a permanent place of business in the UK.
